The City of Pendleton is interested in improving water quality, distribution system flow, pressure, and redundancy, and improving hydraulic conditions directly related to fire flows and system pressure in the North Hill area of their water distribution system.

As part of the 2024 Water System Master Plan, a number of improvements were identified in the Capital Improvement Plan (CIP). These projects were further evaluated and refined in the North Hill Water System Concept Design Technical Memorandum that includes the Concept Design, North Hill Pump Station and Reservoir Improvements Concept Design project (Consor No. W231319ID.00).

In the Concept Design, alternatives for the operation of the North Hill Water System were considered, and ultimately an alternative was picked to develop a New 1512 Pressure Zone and establish a Skyline PRV Pressure Zone. The Concept Design Technical Memorandum outlined Priority projects to establish the new pressure zones, as well as provide additional improvements to the system.
