Part of the Highway 11-Highway 30 Connector Road project and part of the Rees-Goad property development, this project will construct the SE Rees-Goad Way Street Extension.
The street will begin at the western end of SE Rees-Goad Way (formerly SE Kirk Avenue) near Southeast 15th Street, which was completed in September 2024, and travel through the Rees-Goad property parallel to the freeway. In this map, the project is identified as Phase 3 in red:

The project includes the construction of the described roads and sidewalks, along with storm drainage piping and associated infrastructure, such as inlets and stormwater detention ponds. This project will also include the installation of other infrastructure such as electrical conduits within the street for street lighting and future power.
This roadway will have a higher capacity Arterial classification, with limited access directly to the roadway, and will only be providing access on and off the roadway at the designated side street intersections. This road will only be providing access to the subdivision/planned development entrance locations and not be providing direct access to individual residential or small commercial lots.
This project is one of the many steps required to fulfill the City’s obligations as set forth in the East End Reimbursement District and the Development Agreement with TAC Land, LLC, per Contract No. 970, and Resolution No. 2900, which formed the Reimbursement District for this area, and defined that the City has agreed to construct this required infrastructure to open up land for development, and where the developer will reimburse the City through fees, or SDCs, assigned to the developer and due to the City at the time of the issuance of building permits for construction of dwellings or other type of development.
Funding
This arterial road was initially planned to be part of the Reimbursement District, with the 3,450 lineal feet project being estimated at about $4M. However, this initial estimate would have included all the mass grading and water line installation. That work was done as part of the waterline project back in 2023, so the estimate was adjusted to $2.95M; however, due to the very competitive bids, this project has come in under bid at $1,843M. This will leave additional funds in our budget for the completion of the future roads to the east to Goad Road, and possibly a portion of SE 11th Street, with a sewer line, if possible. The funds for this project will come from the State Appropriation Funds of $4M.
Goals for the City Council include increasing the availability of housing for all levels of income, sustainable infrastructure, and economic development. Since the City has created the East End Reimbursement District to kick-start housing development of all levels, this project is one of the projects required to fulfill the obligation of the reimbursement district and hopefully also provide economic development opportunities with housing for future workforce. This roadway will continue to open-up the 250-acres for future construction and development.
